Todd Wagenhorst
President and Founder - Task Force Spark
Mr. Wagenhorst retired in early 2024 from federal civil service after 40 years with the Department of Defense. The last several years of his career is where he made a difference through mentoring the lives of active duty service members. His efforts ultimately lead to the startup of the nonprofit “Task Force Spark” in order to continue helping active duty and veterans alike into his retirement years. He’s passionate about mentoring, outdoor activities and fostering mental health which are all tied together in the nonprofit.
He entered the federal workforce in 1984 as an engineering intern with the U.S. Army’s Belvoir Research, Development and Engineering Center. He was assigned various projects within the countermine and bridging teams and completed a Training with Industry development program with General Dynamics Land Systems in Warren, Michigan. During his internship, he was detailed to the Strategic Logistics Agency, completed the Army’s Logistics and Acquisition Management Career Development Program, and graduated from the Defense System Management College in Program Management and became a member of the Defense Acquisition Corps.
From 1994 to 2002, Mr. Wagenhorst served the Assistant Secretary of the Army for Acquisition, Logistics and Technology as a Department of the Army System Coordinator, Team lead and ultimately Division Head. During his tenure, he managed the Future Combat Systems, Stryker, Abrams, Bradley, Engineer Vehicles/Equipment, and M113 programs and earned the Army Staff Pin.
Mr. Wagenhorst served as Director for Business Management for Program Manager Soldier Equipment from 2002 to 2009 and integrated the efforts of a complex organizational structure consisting of over 400 government and contractor personnel located in 5 geographic areas and consisted of 50 active research and development programs and 346 legacy items, with a peak annual budget of over $3 billion.
Mr. Wagenhorst joined the U.S. Marine Corps Systems Command in 2009 and served as the Director for Operations and Programs with overall responsibility and accountability for G3 functions and the performance of thevarious elements of the program management competency domain. He is responsible for aligning the vision, objectives, and actions of the competency with those of the Commander; sizing and training the program management workforce; maximizing the efficiency of competency policies, work processes, and standards; sharing lessons learned and applying best practices across programs; and working with Program Executive Officers and Program Managers to identify the skills, work process and technical/business approaches necessary for program success.
Mr. Wagenhorst holds a Bachelor’s of Science degree in Agricultural Engineering from Virginia Polytechnic Institute and State University and a Master’s degree in Engineering Management from George Washington University.
